Which chemical compliance documents do Chinese exporters need for the EU and US?
Most shipments are stopped not because the product is unsafe, but because the SDS, label, classification or inventory status does not match the rules of the destination. An SDS prepared for China under GB/T 16483 has the same 16 sections, yet different legal references, classification basis, exposure limits and emergency details, so it is not accepted as is for the EU or US.
In the EU, the SDS must follow Regulation (EU) 2020/878 amending REACH Annex II and be supplied in the official language(s) of the member state of supply. Classification and labelling follow CLP. Substances at or above 1 tonne per year generally carry REACH registration duties, which a non EU manufacturer can place with an Only Representative; otherwise the EU importer takes the duty, depending on tonnage, use and status. Hazardous mixtures may also need poison centre notification and a UFI on the label.
In the US, SDS and labels follow the OSHA Hazard Communication Standard (29 CFR 1910.1200, including the HazCom 2024 update). Importers make a TSCA Section 13 import certification for chemical substances and mixtures, which depends on verified TSCA inventory status for every substance. Cosmetics fall under MoCRA: facility registration, product listing, a responsible person and safety substantiation. Which duties apply depends on composition, use and sales channel.

Review of tonnage, registration status and SVHC communication duties, with clear next steps for the responsible party.
CLP classification and labelling
Mixture classification under CLP and label content with pictograms, signal word, hazard and precautionary statements.
SDS to Annex II
16 section SDS authored or converted to Regulation (EU) 2020/878 in the languages of each destination member state.

SDS and classification for cross border sellers
Chinese Amazon sellers of aerosols, chemical products (batteries excluded), cleaning products, cosmetics and adhesives are often asked for SDS and classification documents during marketplace safety review. We prepare documents that meet the destination rules so listings can pass review.
Request Amazon SDSLaboratory testing coordination
When classification or product claims need data, Chemply can coordinate testing through accredited partner laboratories in Europe, such as flash point, pH, microbiology and allergen screening.

Frequently asked questions
Does a Chinese SDS work for the EU?
Usually not. A GB/T 16483 SDS cites Chinese rules and classification. The EU requires Regulation (EU) 2020/878, CLP classification and the destination language. We can convert your existing file.
Which language must the EU SDS be in?
The official language(s) of the member state where the product is supplied. Selling into several member states usually means several language versions.
Do I need an Only Representative?
It depends on whether substances need REACH registration and who carries that duty. A non EU manufacturer can appoint an Only Representative; otherwise the EU importer is responsible. We explain this based on tonnage and status.
What is UFI and who needs it?
The Unique Formula Identifier generally applies to mixtures classified for health or physical hazards placed on the EU market. It is created with the poison centre notification and printed on the label.
What is TSCA import certification?
Under TSCA Section 13, US importers certify that chemical substances or mixtures comply with TSCA at import, which relies on confirmed inventory status. We provide screening and documentation support.
Does Chemply register substances under REACH or issue certificates?
No. Chemply prepares and reviews documentation and advises. Registrations and certificates are filed by the responsible legal entity or authorised bodies.
Can you work with my existing GB/T SDS?
Yes. We convert it and re classify the product to EU or US rules.
